The National Alliance for Secondary Education and Transition (NASET) is a national voluntary coalition of more than 40 organizations and advocacy groups representing special education, general education, career and technical education, youth development, multicultural perspectives, and parents.

NCSET's primary task has been to articulate national standards and quality indicators that serve to guide policy development and professional practice at both state and local levels. They are organized in to the following five content areas:

This toolkit contains information and tools to provide a common and shared framework to help school systems and communities identify what youth need in order to achieve successful participation in postsecondary education and training, civic engagement, meaningful employment, and adult life. We see this framework as serving two important purposes:
